Position Summary: We are currently recruiting for a Managing Director of Public Assistance. The ideal candidate will have led large scale public assistance programs for clients in relation to the FEMA regulations associated with all aspects of post disaster public assistance. This position description incorporates the core responsibilities of the job. It recognizes that other related duties not specifically mentioned might also be performed, and that not all responsibilities may be carried out depending on operational needs.   • Travel Requirements: Extensive travel and on-site deployments as necessary
Essential Responsibilities:
  • Provide leadership to the “PA-Practice” and set strategy with measures of success;
  • Provide motivation and recognition to employees of the PA practice area with strong communication skills;
  • Increase efficiencies and consistency throughout the organization by developing and implementing standardized programs and services;
  • Oversees the delivery of high-quality services through the facilitation of cross-departmental collaboration and strong, internal communications;
  • Sets financial priorities and oversees the financial status of a business line serving clients with Public Assistance consulting and delivery needs. Monitors P&L, staff utilization to perform within an organizational budget and ensure sound financial controls are in place;
  • Conducts site visits representing the state and local agency or as a member of a negotiation team;
  • Collaborates with executive leadership and clients to write, refine, and implement strategic plans and action plans as required for use in the firms’ FEMA Public Assistance Programs;
  • Liaises and partners with elected officials, FEMA officials, HUD officials and other key stakeholders to build organizational brand.
  • Leads subject matter expert level technical writing of Public Assistance proposals;
  • Leads and provides direction to senior staff to ensure effective execution of entire organization’s Public Assistances portfolio;
  • Provides technical consulting on FEMA policy as necessary. Provides program oversight and expert technical assistance on recovery planning and community development related policies, principles, and procedures;
  • Provides advice in the management of long-term community recovery components such as; disaster damage and impact assessments teams, and long-term community recovery operations within the disaster field offices, regional offices and public assistance closeout offices;
  • Designs and delivers programs through new and existing offices and partnerships
  • Other duties as assigned.
Education and Experience:
  • Bachelor’s degree in business or a related field
  • Post graduate degree in and a post graduate degree in homeland security, emergency management/planning or related subject is desirable
  • 8-10 years of experience as a FEMA, State or Local Public Assistance Officer
  • Prior leadership experience of public assistance programs preferably in a consulting firm
  • Relevant professional certification (i.e., P.E., CFM, AIA, PCM, PMP) preferred
  • Completion of FEMA/EMI Advanced Professional Series or Professional Development Series, ICS series
Skills and Abilities:
  • Knowledge of Federal and State Recovery Programs and Initiatives, Public Assistance and its implementing regulations
  • Knowledge and experience with engineering principles and practices as they relate to PA programs
  • Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of a wide variety of grants administration issues and problems
  • Significant experience addressing strategic issues in disaster recovery operations including issues that have complex political and programmatic elements
  • Excellent oral and written communication skills
  • Ability to prioritize and handle multiple projects in a changing work environment
  • Ability to work independently and/or on a team
  • Strong organizational skills
  • Exceptional research skills
  • Comfortable interacting with Clients and Client Stakeholders-
  • Proficient computer skills: (including MS Word, MS Excel, PowerPoint; Adobe Acrobat Professional)
Working Conditions:
  • May require deployment within 24 hours of notification, as necessary
  • May be asked to work irregular/extended work hours
  • May work at other locations
  • May require relocating to emergency sites that require functioning under intense physical and mental stress
