Time management and superior organization skills are imperative. Proficient technical capacity, including Microsoft Outlook, Excel, HR software are a must. SUPERVISED BY: CEO SUPERVISES: N/A RESPONSIBILITIES: Organizational Development Insures human resources and workforce programs and policies support organizational values, goals and objectives. Conducts and annual review and update of HR related policies. Serves as subject matter expert on all human resources matters. Ensures conformance to the CARF Human Resources standards. Conducts or directs consultations with Executive and Middle Managers, legal counsel, risk management administration and other applicable parties. Maintains and educates staff on necessary departmental rules and regulations including the employee handbook. Reviews and updates job descriptions at a minimum annually. Ensures all staff sign an acknowledgement of receipt of their job descriptions. At a minimum annually, completes a review of all contract personnel. Maintains an updated organizational chart. Employee Relations Directs and oversees sensitive investigations, inquiries and problem resolution. Oversees the provision of assistance to departments in the handling of employee complaints and grievances. Insures organization personnel policies and practices are in line with applicable federal, state, and local laws, ordinances, and rules and insures that managers, supervisors and the workforce comply with these policies and practices, as applicable. This includes worker’s compensation and Family Medical Leave Act related situations. Conducts Employee Satisfaction Survey and analysis at a minimum annually. Promotes staff morale through various planning activities. Maintains credential verification for all staff prior to the delivery of services and throughout employment. Conducts exclusion checks monthly for all employees, subcontractors, volunteers, board members, and vendors. Will check the OIG List of Excluded Individuals and Entities, the Government Services Administration Excluded Party List System (SAM), and the Florida Agency for Health Care Administration Exclusion List. Makes exclusion reports available to the Compliance Officer for audits. Hiring of New Staff Insures department compliance with equal employment opportunity requirements and related federal and state laws. Keeps current on industry developments and trends by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. Recruiting staff – this includes developing job descriptions and person specifications, preparing job advertisements, checking application forms, shortlisting, interviewing and selecting candidates Conducts background checks and maintains updates on all staff. Completes orientations for all new staff new staff Developing with upper management HR planning strategies which consider immediate and long-term staff requirements Performance Management Assesses and monitors HR department-wide service delivery and insures the delivery of timely and efficient response and support. Responds to and presents reports, recommendations, and analysis of human resources and workforce related matters. Conducts trend analysis and reports findings to CEO, CFO, and COO. Proposes and implements methods for improvement. Assists CFO in preparation of the H.R. department budget and insures budget is managed in compliance with applicable policies and procedures. Uses and maintains the Agency’s HR Information Systems. Ensures performance evaluations of all staff occur at a minimum annually. Serves as a resource to all staff and management on performance management issues. Workforce Training Planning and sometimes delivering training Ensures Agency’s training program complies with requirements of funding and accreditation sources Analyzes training needs in conjunction with departmental managers Promotes leadership in management and supervisors. Occupational Health and Safety Examine workplace conditions to make sure they conform to applicable OSHA standards. Responsible for ensuring Agencies compliance with all OSHA regulations. Establish or update operating procedures and communicate them so that employees follow safety and health requirements. Post, at a prominent location within the workplace, the OSHA poster (or the state-plan equivalent) informing employees of their rights and responsibilities. Keep records of work-related injuries and illnesses. Classification, Pay, and Benefits Administration Maintains employee records Reviews performance evaluations and makes recommendations on merit pay increases. Undertakes regular salary reviews in collaboration with the CFO. In collaboration with the CFO, supervises in the planning and budgeting of staffing needs. In collaboration with the CFO, plans, designs, and implements the benefits and compensation structures annually. Serves as a resources for all staff with regards to their benefit package. Participates in Passageway’s Trauma Informed Care, Integrated Healthcare, and Cultural and Linguistic Competency initiatives as required.
