Three (3) or more years of relevant work experience in planning, managing, and coordinating human resource management activities of a governmental (city, county, state) agency is required. Preference will be given for: Five (5) or more years of relevant work experience in planning, managing, and coordinating human resource management activities of a governmental (city, county, state) agency. Knowledge and understanding of the Fair Labor Standards Act (29 U.S.C. ss. 201, et seq.), Chapter 110, Florida Statutes, and Chapter 60L, Florida Administrative Code. The anticipated hiring salary for this position is between $70,000 – $80,000 based on the required experience. This position requires a security background check, including fingerprint as a condition of employment. Employees of the Department of Financial Services are paid on a monthly pay cycle. Responses to qualifying questions must be clearly supported by the state application and any omission, falsification or misrepresentation in the answering of the qualifying questions will be cause for immediate elimination from the selection process. Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES: Ability to develop and administer a complex human resources system Ability to make human resource recommendations to the Director and all executive and management positions Ability to understand and interpret complex human resources laws, statutes, administrative procedures, policies, rules, regulations, principles, procedures, and practices Ability to manage and regularly communicate with Division/program staff and other divisions Ability to review and verify information with a high degree of accuracy and attention to detail Ability to perform analyst of program information and to proactively report and respond to program/Division trends. Ability to use sound judgment and work independently Ability to work in a team environment with shared tasks Ability to communicate effectively both verbally and in writing Ability to meet deadlines and perform multiple tasks Ability to handle and resolve conflicts Ability to develop and regulate a system of internal controls with the position’s scope of authority and responsibility and to see to it that staff subject to supervision are appropriately regulated and supervised in this regard. Knowledge of Microsoft Word, Excel, and Outlook BRIEF DESCRIPTION OF DUTIES: Manages technical research and analysis regarding complex human resource issues to provide service and consultative assistance to agencies and employees. Manages a personnel relations activity and advises management of administrative matters. Gathers and analyzes data necessary to develop appropriate human resource policies and procedures. Manages position classification and compensation plans for an agency or program area and advises management regarding classification and pay policies.
